Size L corresponds to size 24 in terms of leg length. The waistband is not stretchy and is a bit tight for size L. The internal waist width adjustment is uncomfortable. There is no waterproofing. The pants soak up water very quickly and then dry quite slowly. Unfortunately, in my opinion, they are rather unsuitable as cycling shorts despite the four-way stretch.
