Balaclavas, also known as 'storm hoods', provide maximum protection for the head and neck, and are usually windproof and breathable. The breathable bit is particularly important if it'll cover your mouth - otherwise, it'll collect too much moisture from your breath, and potentially freeze in driving winds. As a rule, bike helmets can usually be worn over balaclavas without any problems.
